Aleutian Provocation:As Destroyers Dispatched to Signal Russia and China,Navy Orders Several More

Last week,a combined force of 11 Russian and Chinese warships operated together off the coast of Alaska's Aleutian Islands,according to U.S. Northern Command (NORTHCOM).The combined force was larger than one the two US adversaries sent through the Bering Sea last September,which had seven warships,four Russian and three Chinese.These were detected by the US Coast Guard Legend-class national security cutter Kimball (WMSL 756).As capable as the Kimball is,it was deemed to be an inadequate response.Hence four Arleigh Burke-class guided-missile destroyers were assigned to escort the adversary vessels this time. National Security Cutter Detects Competitors Near Alaska

On 19 September 2022,the US Coast Guard Cutter Kimball (WMSL-756),a Legend-class National Security Cutter (NSC),spotted three Chinese and four Russian warships in the Bering Sea 86 km/53.4 mi north of Kiska Island,Alaska in the Western Aleutians.The combined surface action group (CSAG) included the People's Liberation Army Navy (PLAN) guided-missile cruiser Renhai (CG101) and a Russian Federation Navy destroyer.Besides the Kimball,a Lockheed Martin C-130J Super Hercules aircraft from Coast Guard Air Station Kodiak,Alaska provided support for the mission.Immediately the strategic competitors were detected,the Coast Guard assets initiated the 17th Coast Guard District's Operation Frontier Sentinel,which stipulates meeting the presence of strategic competitors with Coast Guard presence.Seeing they were being observed,the CSAG dispersed.The NSC Kimball continued its patrol in accordance with Operation Frontier Sentinel,ensuring that no malign activity took place.* Although Chinese and Russian warships had been seen operating seperately in the district in the past,their operating as a CSAG was a rarity.They remained in international waters,but did enter the U.S. Exclusive Economic Zone (EEZ).* The HC-130J is equipped with automated identification and direction finding capabilities;long-range multi-mode radar;electro-optical and infrared sensor turret for imagery and target data;advanced open architecture mission system processor and extensive communications suite.The aircraft is 20% faster and can fly 20% higher than its predecessor,the HC-130H.It has a ceiling of 33,000 ft and a range of 5,000 mi,which is 40% farther than its predecessor.A long-range surveillance aircraft,it provides heavy air transport and long-range patrol capability as well.Indeed,each HC-130J can serve as a command and control and surveillance platform that can detect,classify and identify objects and share intelligence with operational forces such as the NSC.Its computers,cyber,intelligence,surveillance and reconnaissance (C5ISR) equipment enables extensive mission capabilities.* The Coast Guard considers the National Security Cutter to be an afloat operational level headquarters,handling complex law enforcement and national security missions involving multiple Coast Guard and Partner Agency participation.The NSC has automated weapons systems that can stop a rogue vessel far from shore;a large flight deck;state-of-the-art command and control equipment for interoperability;detection and defence capabilities against chemical,biological and radiological attack;and advanced sensors and other C5ISR equipment for intelligence gathering and sharing,and for enhanced maritime domain awareness.* The Coast Guard christened the 10th NSC on 4 June 2022 at Ingalls Shipbuilding in Pascagoula,Mississippi.Fabrication of the 11th and final NSC began on 11 May 2021 at Ingalls.* Huntington Ingalls Industries (HII),Lockheed Martin (LMT)

Construction of New Amphibious Warship Begins

Fabrication has begun of the US Navy's LPD - 29,last of the LPD - 17 San Antonio-class Flight I amphibious transport dock ship.It is to be christened USS Richard M. McCool Jr,after a Medal of Honor winner and veteran of three wars.CAPT McCool received the Medal of Honor in 1945 for leading the effort to save his ship and her crew after a kamikaze attack in World War II.
Huntington Ingalls Industries is fabricating the warship in Pascagoula,Mississippi.The vessel is designed to transport US Marine Corps expeditionary units and brigades (up to around 720 troops) and their equipment,including  air cushion vehicles;amphibious assault vehicles;helicopters;and MV-22 Ospreys.The class is intended to support amphibious assault;special operations;and expeditionary warfare missions until about 2050.*
LPD - 28 and LPD - 29 are designated transition ships of the class.Flight II,formerly called LX (R),will consist of 13 ships,bringing the total to 26 ships for the entire class.Changes to the Flight II are relatively subtle,including the addition of Roller Doors for the Flight Deck Ramp and Hangar Doors;Traditional Stick Masts;an MV-22 Flight Deck Heating Structure;and an Open Upper Stern Gate.The alterations will not change the way most watches are stood,as these will stay the same at the ship operations level,according to program manager CAPT Brian Metcalf.*

President Ford's Daughter Christens Aircraft Carrier

The Pre-Commissioning Unit Gerald R Ford,first of a new class of nuclear aircraft carrier,was christened on Saturday,November 9 at Huntington Ingalls Industries' shipyard in Newport News,Virginia.The late President Gerald R Ford's daughter and Ship's Sponsor,Susan Ford Bales,broke a bottle of champagne on the bow of the ship and named it in honour of her father,the nation's 38th president and a US Navy veteran of World War II.Mr.Ford was aware of plans for the carrier at the time of his death in December,2006 at age 93,and expressed both pride and humility that it would be named for him.
The new warship is expected to enter service in 2016.It will be followed by PCU John F Kennedy,already under construction.Carriers are intended to serve for 50 years.The Ford class features a new and repositioned island,or control tower,;a redesigned and more efficient flight deck;and three flight deck elevators instead of four.These improvements will allow a 25% increase in sorties,or missions.
The new class also has two advanced nuclear reactors and 250% more electrical capacity,as well as dual-band radar and electronic catapults for launching aircraft.The cumulative effect of the latest engineering will save the Navy a projected 4 billion dollars over the carrier's lifespan,according to Newport News Shipbuilding,the HII unit that designs and builds the Ford class.The number of valves has been reduced by over a third,for example.The greater electrical capacity ensures the ship can handle new weapons systems that come along over the next several decades.
Gerald R Ford was president from 1974-77,following his 9 months as Richard Nixon's Vice President and a long career in the House of Representatives from 1949-73,where he became known for his integrity and bipartisanship.A football player during his student days at the University of Michigan,Mr.Ford was a gunnery and training officer in the Navy from 1942-46,seeing extensive action in the Pacific theatre aboard the light carrier USS Monterey(CVL 26) and rising to the rank of Lieutenant Commander.He was decorated with the Asiatic-Pacific Campaign Medal with 9 Battle Stars;the Phillipine Liberation Medal with 2 Bronze Stars;the American Campaign and World War II Victory Medals.After the war,he was a member of the American Legion;AMVETS;and the Veterans of Foreign Wars.
Susan Ford Bales,born in 1957,is the youngest of Mr.Ford's 4 children and has been deeply involved in preserving her father's legacy as a Trustee of the Gerald R Ford Presidential Foundation.As Ship's Sponsor,she participates in all the ship's milestone events.

Assuring the Future:Navy Awards Destroyer Contracts

Two US shipbuilders are celebrating this week,as the US Navy awarded them a total of 6.1 billion dollars in contracts for the design and construction of nine Arleigh Burke class destroyers,with the option for a tenth pending congressional approval.The multi-year buy extends through 2017.Such deals are conducive to cost savings by allowing the shipyards to operate more efficiently.
Huntington Ingalls Industries and General Dynamics Bath Iron Works will reap 3.3 and 2.8 billion dollars,respectively, for an advanced version of the DDG 51 destroyer,which is really the heart of the surface combatant fleet.These multi-mission ships are equipped for anti-submarine;anti-air;and anti-surface warfare,a Navy spokesman said.
From the second ship on,they will feature the new Air and Missile Defense Radar(AMDR),plus more electrical power and cooling capacity for next generation AMD and joint battlespace awareness.The acquisition helps assure the ability to carry out the Air-Sea Battle Concept and new Pacific-centric national security strategy.
What is more,the Navy plans to add up to 8600 Sailors to its end strength-the only service to increase its ranks.They will be trained for maintenance;cyber;nuclear;electronic attack aircraft;and littoral combat ship specialties.The Navy is growing slowly over time,said Rear Admiral Joe Mulloy,Deputy Assistant Secretary of the Navy for Budget.

The commissioning ceremony for the USS Fort Worth(LCS 3) was held September 22,2012 in Galveston,Texas.Coronado(LCS 4) was christened January 10 at Austal USA in Mobile,Alabama.The keel-laying ceremony for Jackson(LCS 6) was held October 18 at Austal USA.The construction contract for Little Rock(LCS 9) was awarded to Lockheed Martin on March 16;the same day,the company was awarded the construction contract for Omaha(LCS 11).
Also on March 16,Austal USA was awarded construction contracts for Gabrielle Giffords(LCS 10) and Sioux City(LCS 12).
Amphibious ships:
America(LHA 6) was christened October 20 at Ingalls Shipbuilding in Pascagoula,Mississippi.A construction contract for Tripoli(LHA 7) was awarded May 31 to the company.USS San Diego(LPD 22) was commissioned May 19 at her San Diego home port.
Anchorage(LPD 23) was delivered September 17 from Avondale Shipyard,New Orleans.Arlington(LPD 24) was delivered December 7 from Ingalls Shipbuilding.Somerset(LPD 25) was christened July 28 at Avondale Shipyard.
A construction contract for pre-commissioning unit LPD 27 was awarded to Ingalls Shipbuilding on July 27.

Chuck Hagel was sworn in as Secretary of Defense on February 23,2013 and has attended his first cabinet meeting.He is the first former enlisted man to assume the office.Hagel is a decorated Vietnam veteran of the US Army.
Lockheed Martin was awarded a contract for the next batch of F-35 Lightning II Joint Strike fighters.The company was also awarded a US Navy contract for a long range anti-ship missile.

US Navy Ship Status Report

On December 1,2012,the aircraft carrier USS Enterprise(CVN 65) was inactivated at a ceremony in Norfolk,Virginia.The name of a new ship,which is to be a Gerald Ford class carrier,was announced the same day:Enterprise(CVN 80).
January 20,2012,the submarine USS Memphis(SSN 691) was decommissioned and stricken.The USS Chicago(SSN 721) shifted its homeport from Pear Harbor,Hawaii to Guam on April 19,2012.The USS Mississippi(SSN 782) was delivered from General Dynamics Electric Boat in Groton,Connecticut on May 2,2012 and commissioned on June 2 in Pascagoula,Mississippi.It is homeported at Groton.
The USS Minnesota(SSN 783) was christened October 27 at Huntington Ingalls Industries Newport News Shipbuilding  in Newport News,Virginia,and launched on November 9.
The following names of submarines were announced April 13,2012:Illinois(SSN 786);Washington(SSN 787);Colorado(SSN 788);Indiana(SSN 789);and South Dakota(SSN 790).Delaware(SSN 791) was announced November 19.
The USS Maine(SSN 691) was damaged in an arson fire on May 23 while in drydock at Portsmouth Naval Shipyard in Kittery,Maine.She is being repaired for around 450 million dollars.
The Arleigh Burke class destroyer USS Michael Murphy(DDG 112) was commissioned October 6 in New York and is homeported at Pearl Harbor.The name of  destroyer John Finn(DDG 113) was announced February 15.Fabrication started September 3 at Huntington Ingalls Industries Ingalls Shipbuilding in Pascagoula,Mississippi.
Two other destroyer names were announced February 15,2012:Ralph Johnson(DDG 114) and Rafael Peralta(DDG 115).A construction contract for Thomas Hudner(DDG 116) was awarded February 28,2012 to Bath Iron Works,Maine.The name of Lyndon Johnson(DDG 1002) was announced April 16 and construction was started April 4,also at Bath Iron Works.
The sequestration budget crisis is not expected to halt construction of ships already under contract,according to Mike Petters,President and CEO of Huntington Ingalls Industries.The real question is new contracts such as that for carrier Enterprise(CVN 80).

USS Somerset:Last of 9-11 Tribute Ships Christened-memorial warship will transport U.S. Marines

The USS Somerset(LPD 25),the last of three amphibious transport dock ships named after sites affected by the 9-11 terrorist attacks,was christened on Saturday.Mrs.Mary Jo Myers,wife of General Richard B. Myers,U.S. Air Force retired,former Chairman of the Joint Chiefs of Staff,performed the naval tradition of breaking a bottle of champagne against the new ship's bow at its official naming.Mrs.Myers' participation suggests the closeness of the Navy and Air Force in this era of the Air-Sea Battle Concept and joint basing.
The ceremony was held at  the Avondale shipyard near New Orleans,which is slated to close once the Somerset's final construction is completed.
Somerset County,Pennsylvania was where the passengers of Flight 93 stormed the cockpit in resistance to the terrorists,bringing the plane down in a field there.Twenty-three family members of those who perished in the Somerset County incident attended the christening.The ship includes steel from a crane bucket that was used to recover the Flight 93 wreckage in its bow stem,or leading edge.
The other 9-11 memorial ships are the USS New York(LPD 21) and the USS Arlington(LPD 24).These San Antonio class vessels are for transporting up to 800 U.S. Marines,their equipment and supplies to war zones,unstable regions and humanitarian disaster areas.They have well decks for landing craft and amphibious vehicles,as well as hangars and flight decks for a wide range of helicopters and the Marines' MV-22 Osprey vertical takeoff and landing aircraft.The ships are armed with 2 Mk31 Mod1 RAM launchers;2 Mk46 30mm guns;and 10 .50 caliber machine guns.

National Security Cutters Joining the Fleet

The U.S. Coast Guard's National Security Cutter program is right on track.Three of the planned eight vessels have been delivered,and a fourth is under construction. The NSC is the Coast Guard's largest cutter.It is 418 feet long,with a beam of 54 feet.The ship can carry up to two helicopters or unmanned aerial vehicles.With a crew of 108,an NSC can sail at up to 28 knots on its three engines.Its armament consists of a Mk110 57mm gun,as well as a Phalanx Mk 15 CIWS,or Close-In Weapons System,and four M2 .50-caliber machine guns. Some of the missions the NSCs have been on include drug interdiction;Arctic patrol;and operations and exercises abroad in support of the Department of Defense.Huntington Ingalls Industries and Lockheed Martin are the program's prime contractors. Inside the Industrial Base:Navy Shipbuilder Has Successful Q4-and what they're doing now

Huntington Ingalls Industries,the former Northrop Grumman Shipbuilding,had outstanding earnings in Q4 2011.Alliance Bernstein gave the stock a price target of 51 dollars on margin expansion and transparency.It closed at 40.00 on Tuesday.The nation's sole builder of aircraft carriers,HII has built more ships in more classes than any other firm.
HII anticipates a new contract to build the John F. Kennedy carrier(CVN 79)in 2013.The JFK would be completed in the 2020-21 time frame.The company is already building five other ships to be delivered by 2015.The next 3-5 years are already under contract.By 2015,the firm will be back to normal business after the Hurricane Katrina disruption in 2005.
CEO Mike Petters said 2012 will be a lot like last year,with maybe a little better return because of retiring risk.Our attrition rates are historically low,Mr.Petters added.
HII is preparing to close its Avondale,Mississippi shipyard in 2013 unless it can find a joint venture partner,despite Mississippi's offer of an incentive package worth more than 200 million dollars to keep it open.Avondale's workforce has gone down from 5,000 to 3,300 workers so far.The yard is currently completing its final projects,which are two amphibious assault ships for transporting U.S. Marines and their equipment,the Anchorage(LPD 23) and the Somerset(LPD 25).
Once Avondale closes,the company will have two remaining shipyards at Newport News,Virginia and Pascagoula,Mississippi,respectively.The Gerald R. Ford aircraft carrier(CVN 78)is currently under construction at Newport News.

Two Aircraft Carriers Under Construction

Work began on two aircraft carriers of the new Gerald R. Ford class in 2011.The Gerald R. Ford(CVN 78)and John F. Kennedy(CVN 79)are under construction at Newport News Shipbuilding,Virginia.
The Gerald R. Ford class is characterized by reduced manning requirements down to engineering advancements;increased durability;better survivability;advanced aircraft handling and greater sortie rates;new integrated warfare systems and weapons/material handling systems;and new electrical engineering.The new carriers will need about 1,000 fewer crew than the preceding Nimitz class.
The Gerald R. Ford is slated for a 2015 delivery.Newport News Shipbuilding is a division of Huntington Ingalls Industries,which was spun off from Northrup Grumman.
The U.S. Navy will continue to have 11 aircraft carriers in the fleet,once the Gerald R. Ford is completed.Between the imminent retirement of the USS Enterprise(CVN)and that point,however,there will only be ten carriers for two or three years-a subject of controversy in the halls of Congress until it ultimately acceded to the Navy's plan.

9-11 Memorial Ship Christened

The USS Arlington(LPD 24)was christened on Saturday,24 March at Northrop Grumman Ingalls Operations in Pascagula,Mississippi.Sponsored by Mrs.Joyce Rumsfeld,wife of former Defense Secretary Donald Rumsfeld,the Arlington is an amphibious transport dock ship,and was built in honor of the 184 people killed when American Airlines Flight 77 was crashed into the side of the Pentagon on 9-11.
Sporting an advanced composite mast that is as tough as steel but much lighter,the ship has the mission of transporting and sustaining U.S. Marines and their equipment.She can carry a mix of helicopters and vertical take-off and landing fixed wing aircraft,as well as various landing craft,in addition to up to 800 Marines and their gear.
The USS New York(LPD 21),another 9-11 memorial vessel,is in the same San Antonio class as the Arlington,and is now in commission,or fully in service.A total of 11 of these ships are planned.They defend themselves with missiles,30mm guns and .50 caliber machine guns.
In the christening ceremony,Mrs.Rumsfeld broke a bottle of champagne on the new ship.At a later date,a commissioning ceremony is held,when the ship begins its life in the fleet.
Northrop Grumman is spinning off its shipbuilding division to form a separate company,which is to be called Huntington Ingalls Industries,with the U.S. Navy's consent.
