B-1B Bombers Make History in Sweden - plus the Air Force ACE doctrine

On 19 June 2023 two US Air Force B-1B strategic supersonic bombers landed at Lulea Kallax Air Base,Sweden for the first time ever,said U.S. European Command (EUCOM).The bombers are out of the 7th Bomb Wing,Dyess Air Force Base,Texas.The landing fortifies the collective defense of Europe,EUCOM added.Speaking at a key leader event,US Air Force Brigadier General Byron A. Terrell noted that:the US and Sweden have a long history together in exercises and training,cooperation,and operations,of which today is one key example.The more we can integrate forces and equipment to maneuver across Europe,the more ready we are to face security challenges,now and in the future.*Such training with joint Partners and Allied nations forges the enduring and strategic relationships necessary to confront a broad range of global challenges,EUCOM stated.* In a similar vein,a USAF RC-135 Rivet Joint Intelligence,Surveillance and Reconnaissance (ISR) aircraft flew the first ever mission by an RC-135 over Finland on 23 March 2023.The flight of the Signals Intelligence (SIGINT) aircraft demonstrated EUCOM's shared committment to enhance readiness and provide training for improved interoperability with Finland.The flight was at the invitation of the Finnish Defence Forces.These types of sorties support Agile Combat Deployment (ACE) concepts and enable participation in regional exercises that ensure interoperability of NATO Allies and Partners in the EUCOM Area of Responsibility (AOR). Such operational readiness of US Forces across all domains is critical to building partnerships;responding to crisis;providing deterrence;and supporting Allies and Partners.ISR is one of the USAF's core missions.The ISR mission is integral to global vigilance and enables the operational agility needed in a dynamic security environment,according to EUCOM.* Agile Combat Employment,according to Air Force Doctrine Note 1-21 issued on 23 August 2022,is defined as:a proactive and reactive operational scheme of maneuver executed within threat timelines to increase survivability while generating combat power.When applied correctly,ACE complicates the enemy's targeting process;creates political and operational dilemmas for the enemy;and creates flexibilty for friendly forces.ACE is an operational concept that supports Joint All-Domain Operations (JADO).Joint force operations are increasingly interconnected,interdependent,and challenged.Anti-Access and Area Denial threats,reduced freedom of maneuver,and rapid proliferation of advanced technologies,challenge the Air Force's ability to operate.The successful employment of ACE positions the force to observe,orient,decide,and act in concert across all domains.* Key concepts are defined in the document,such as Proactive Maneuver:A scheme of maneuver by which forces and assets are moved between operating locations to assure Allies and Partner nations of US support,alter adversary or enemy understanding of friendly intentions and capabilities,posture to deter aggression,or gain advantage.Reactive Maneuver:A scheme of maneuver employed in response to observed,anticipated,or realized enemy aggression using mobility and dispersion of forces and assets to complicate enemy targeting;redistribute forces from concentrated hubs;increase survivability;and reposition forces for follow-on operations.Threat Timelines:Theater-specific planning factors based on the time required for an adversary to accomplish its find,fix,track,target,engage,and assess cycle.* ACE shifts operations from centralized physical infrastructures to a network of smaller,dispersed locations that can complicate adversary planning and provide more opportunities for joint force commanders.Its value is derived from the ability to hold adversary targets at risk from multiple locations that are defensible,sustainable,and relocatable.Airmen should expect to conduct operations at a speed,scope,complexity,and scale exceeding recent campaigns from distributed locations.

Dynamic Manta 2023:Anti-Submarine Warfare in the Mediterranean

NATO Exercise Dynamic Manta 2023 began on 27 February and continues through 10 March.It provides complex and challenging maritime warfighting training to all nine participating Allies:Canada,France,Germany,Greece,Italy,Spain,Turkiye,the UK and the US.The techniques,tactics and procedures (TTPs) emphasise anti-submarine warfare (ASW) and surface warfare in the context of Anti-Access/Area Denial operations in the Central Mediterranean Sea.The drills are meant to shape a collectively trained and interoperable force ready to operate as the maritime component of the Very High Readiness Joint Task Force (VJTF).According to NATO,its maritime power relies on the capability to combine NATO Standing Forces with high capability national forces to deliver effects whenever and wherever needed.In this iteration of the exercise,Standing NATO Maritime Group 2 (SNMG 2) provides surface warfare assets. SNMG 2 currently consists of the flagship,US Navy Arleigh Burke-class destroyer USS James E. Williams (DDG 95);Spanish Armada ESPS Juan Carlos I,an amphibious assault ship/aircraft carrier that can launch the AV-8B Harrier II or the F-35B Lightning II;and frigates Hellenic Navy HS Psara (F 454),Italian Navy ITS Carlo Margottini (F 592),and Royal Canadian Navy HMCS Fredericton (FFH 337).* Dynamic Manta 2023 is conducted under NATO Maritime Command (MARCOM) headquartered in Northwood,Hertfordshire,UK.Said US Navy Rear Admiral Stephen Mack,Commander Submarines NATO:Strategic defense of the Alliance must incorporate a planned,multi-threat response.* DM 23 involves submarines from Greece,Italy,Turkiye and the US.Air assets,including Maritime Patrol Aircraft (MPA),are being provided by Canada,France,Germany,Italy,the UK and the US.Host nation Italy is providing support at Catania and Augusta harbours;Naval Helicopter Base Catania;Naval Air Station Sigonella and Trapani;and Augusta Naval Base.* In one drill,Italian Navy Todaro-class submarine ITS Scire (S 527) conducted a Special Operations Forces exercise with Hellenic Navy frigate HS Psara (F 454).For its part,the UK deployed two Poseidon MRA1 Maritime Patrol Aircraft from CXX Squadron,and associated communications and engineering specialists,out of RAF Lossiemouth,Scotland to NAS Sigonella and Trapani,Italy for DM 23.The MPA will coordinate with warships and submarines at searching for and locating submarines.During DM 23,submarines and surface combatants take turns hunting and being hunted.*

Game-Changer:B-21 Raider To Break New Ground in Deep Strike

The US Air Force intends to develop a sixth generation,long-range fighter jet to escort the new B-21 Raider strategic nuclear-capable bomber deep into enemy territory.The fighter is called "Penetrating Counter-Air" and is to assist the B-21 in supression of enemy air defences.* The B-21,which has a flying wing design similar to the B-2 Spirit bomber,is a subsonic aircraft,that is,flying slower than the speed of sound (Mach 1 is the point that is just beyond the speed of sound).The speed of sound varies depending on air temperature and other atmospheric conditions.The Raider is subsonic because of its large payload capacity of a mix of nuclear and conventional ordnance.It can deliver both the B61-12 tactical nuclear weapon as well as the Long Range Standoff (LRSO) nuclear cruise missile.With its advanced stealth design features and NextGen radar-absorbent coatings,lead contractor Northrop Grumman considers it the most advanced military aircraft ever built.So it will be capable of penetrating the toughest defences to deliver precision strikes in Anti-Access/Area Denial zones.* Six B-21s are currently in various stages of production in Palmdale,California.One of them is scheduled for unveiling to an invited audience in early December 2022,with first flight in early 2023.The Air Force Global Strike Command plans to acquire at least 100 B-21s,though the number may eventually reach about 200.Initial Operating Capability should come in the mid-2020s.Ellsworth Air Force Base,South Dakota is the preferred basing location for the first B-21 main operating base and formal training unit,with Dyess AFB,Texas as an alternate.The Air Force plans to retire the B-2 Spirit and B-1B Lancer bombers first as the B-21 comes online,with the B-52H Stratofortress remaining in service alongside the B-21 till mid-century.* Advanced software development techniques called DevStar will enable the upgrading of the Raider at the speed of relevance,incrementally adding warfighting capablities as opposed to the current massive Block approach.The B-21 will be able to rapidly field capability enhancements to both hardware and software,with enough processing power to quickly process information from onboard sensors and external sources for threat detection.Digital design and engineering make it possible to incrementally improve B-21 characteristics on a continuous basis.Suffice it to say,it is like nothing else ever seen before on the flight line. North Atlantic Ocean Strategy:NATO'S Dynamic Mongoose 22

NATO has announced that an iteration of its premier anti-submarine warfare drills,Dynamic Mongoose 22,will commence on 13 June.Maritime forces from nine NATO Allies will take part:Canada,Denmark,France,Germany,the Netherlands,Norway,Portugal,the UK and the US.Vessels will include three submarines;11 surface warships;and 16 Maritime Patrol Aircraft.The annual wargames provide complex,realistic and challenging warfighting drills to enhance proficiency in anti-submarine and anti-surface warfare disciplines in a context of safe operations.Submarines will take turns hunting and being hunted in coordination with air and surface combatants.The exercise will also demonstrate the readiness and mobility of the maritime element of the Very High Readiness Joint Task Force (VJTF),the spearhead of the NATO Response Force.According to Commander,Submarines NATO,Rear Admiral Stephen Mack,USN,the drils will enhance teamwork and improve knowledge of the operating area,the expansive waters of the Greenland-Iceland-UK Gap between Iceland and Norway.* The maritime warfighters will practise Anti-Access/Area Denial operations in the GIUK Gap,flexing critical skills at closing the Gap to naval forces from adversaries such as Russia and China.Indeed,the NATO maritime forces had assembled at Reykjavik,Iceland on 9 June.The exercise will thus consist of conducting sea control/sea denial-related naval tasks in preparation for future collective defence and crisis response operations,NATO noted.*

Major NATO Maritime Drills Commence:BALTOPS 22

On 5 June 2022,NATO exercise BALTOPS 22 begins in the Baltic Sea Region.The drills will run through 17 June.According to U.S. Naval Forces Europe,BALTOPS 22 will strengthen the combined response capability that is crtitical to preserving freedom of navigation and security in the region.Those participating include:Belgium,Bulgaria,Denmark,Estonia,Finland,France,Germany,Latvia,Lithuania,the Netherlands,Norway,Poland,Sweden,Turkey,the UK and the US.A myriad of capabilities will demonstrate the inherent flexibility of maritme forces,to include:amphibious operations;gunnery;anti-submarine and air defence drills;mine clearance operations;explosive ordnance disposal;unmanned underwater vehicles;and medical response.Sweden is the host nation.* The scenario builds on BALTOPS 21 story lines and continues the incorporation of the space domain in coordination with the NATO Space Centre.The team of international forces will be tasked with responding rapidly in a time of crisis.Over 45 ships;75 aircraft;and some 7,000 service members will execute the manoeuvres.US Navy warships taking part include:the amphibious assault ship USS Kearsarge (LHD 3),dock landing ship USS Gunston Hall (LSD 44),guided-missile destroyer USS Porter (DDG 78) and command ship USS Mount Whitney (LCC 20).* Strategically,Finland and Sweden's penchant for employing small missile-armed surface combatants and shore-based aircraft with Sweden's stealthy submarines in the context of Nordic geography creates significant Anti-Access/Area Denial capabilties.This could be used to block Russian transit of the North Sea and Atlantic Ocean.The exercise will take place in the Central and Southern Baltic Sea and include drills in the Stockholm archipelago near Uto;on land and sea outside Visby and Faro;on Ravlunda Exercise Field;on Osterlen and in Hano Bay.Sweden will contribute a submarine;two Visby corvettes;two minesweepers;four fighter aircraft;two helicopters and more than 500 troops.There will also be drills on riparian land ranges in Germany,Poland,Sweden and the Baltic States.Warfighting simulation will include maritime interdiction and personnel recovery,strengthening the cohesion and skillsets of NATO Allies and Partners.Personnel recovery is the recovery and reintegration of isolated military personnel,those who must survive,evade,resist or escape because they became separated from their units during combat operations.The Warrior's Ethos states:I will never leave a fallen comrade.An adversary may influence military strategy and national will by exploiting the intelligence and propaganda value of isolated personnel,according to the United States Army Combined Arms Centers.*

Strategic Thinking:US Marines Increasing Presence in Norway

One of the main events for US Marine Forces Europe and Africa this summer was the augmentation of its rotational presence in Norway,at the request of the Norwegian government as stated in a bilateral document.This provides for:
1.More than doubling the number of Marines from about 330 to 700;
2.Establishing a second rotation of Marines in Trom County,Northern Norway,around 250 miles from the Russian border;and
3.Extending the programme for another five years.
The programme began in 2017 with a rotation in Central Norway's Trondheim area,some 900 miles from the Russian border.In a crisis,these troops could be rapidly shifted to Sweden as a Baltic reinforcement.
Besides troop rotations,the Marines have been prepositioning military equipment in the Trondelg area under the Marine Corps Prepositioning Program-Norway (MCPP-N).The MCPP-N is intended to supply a full Marine Air-Ground Task Force (MAGTF) or Marine Expeditionary Brigade (MEB) for 30 days if bolstered with additional supplies.There are 6 caves and 2 storage facilities near air bases in this Central Norway location for Marine Corps vehicles and other gear.The exact locations are classified;but the stated purpose of the caches is to support global operations.
The Marines also utilise the Maritime Prepositioning Force (MPF),storing their gear on ships.The gear is used for exercises in Northern Europe and Theater Security Cooperation Events,as well as being on hand for crisis response.*
Most of the Marines are based near Trondheim;under the new agreement,an undisclosed number will rotate to the Arctic Trom region.Indeed,even those in Central Norway have concentrated on acquiring Arctic warfighting skills.Norway is very concerned about Russia's Arctic activities,since Norway's land border with Russia is in the Far North;as well,Russia's Northern Fleet transits the Barents Sea,including ballistic missile submarines armed with ICBMs.*
In strategic circles,it is commonly believed Russia might launch a surprise ground attack on the Baltic States,fortified with its anti-access/area denial advantage from its ballistic missile,air power and surface-to-air defence assets in the Russian enclave of Kaliningrad,which is located between Poland and Lithuania on the Baltic Sea.
This scenario could also entail a quick strike on Sweden's Gotland Island to establish a second Baltic A2AD chokehold,so the Marines have done some training on Gotland,during the Aurora 17 drills.

Deterring and Assuring:Air Force Global Strike Command's Mission and Perspective

This blog has reviewed the 2014 Air Force Global Strike Command Strategic Master Plan,which is currently in force.AFGSC is headed by Lieutenant General Stephen W. Wilson,Commander.The AFGSC is entrusted with the nation's most powerful weapons,LTGEN Wilson points out.Its Airmen see things globally,their focus inherently global and strategic.They provide the nation effective deterrence and,when called upon,rapid global strike.
AFGSC is a warfighting component,a MAJCOM of US Strategic Command that executes assigned deterrence,assurance and global strike missions.It organises,trains and equips both conventional and nuclear combat forces for the President and Combatant Commanders.ICBM forces are deployed in a nuclear deterrent role,and AFGSC bombers plan and execute deterrence and Global Power/Strike operations to provide USSTRATCOM with a viable deterrent capability.*
The strategic environment continues to present a very dynamic and uncertain picture and the number of state and non-state actors that can produce strategic effects across the spectrum of conflict is growing in both quantity and complexity.In current and future conflicts,AFGSC forces are required to survive and operate in threat environments ranging from low threat/permissive to highly contested Anti-access/Area Denial environments,according to the US Air Force Posture Statement 2013.
The Air Force's nuclear deterrent and conventional precision strike forces can credibly deny adversary objectives or impose unacceptable costs by effectively holding any target on the planet at risk and,if necessary,disabling or destroying targets promptly,even from bases in the continental United States.
AFGSC has at its disposal two numbered Air Forces,the Eighth and the Twentieth,and five Air Force Bases.Over 25,000 personnel operate,maintain and support its 450 ICBMs;24 UH-1N Air Force Security Forces helicopters;and 96 long range,nuclear-capable bombers.AFGSC B-52H bombers have been deployed to Europe in support of Operation Atlantic Resolve and NATO exercises,while its B-1B bombers have participated in Operation Inherent Resolve against ISIL.*
The era in which the US can project global military power virtually uncontested will likely end by 2030,if not before,the Strategic Master Plan projects.The potential state and non-state actors that can threaten the US and its allies across the spectrum of conflict are growing in number and increasing in complexity.This requires a greater effort by the US to work with key allies and partners to maintain peace and stability around the globe.
Nations with Weapons of Mass Destruction and advanced conventional capabilities will continue to be potential strategic threats.Foreign intelligence and security services will continue efforts to gather information on US capabilities through HUMINT,SIGINT and imagery intelligence to replicate or mitigate US military advantages.Violent and extremist terrorist groups will continue to develop indirect means to strike the US through recruitment and subversion of dissidents or through covert insertion.They will continue to pursue their goal of acquiring nuclear weapons or other WMD,the Strategic Master Plan predicts.*
The Strategic Master Plan goes on to outline in detail a number of priorities that must be met to ensure that the mission of AFGSC will be accomplished,such as the modernisation and replacement of major weapons systems and aircraft.
