Following a sequestration of troops for force protection during the Iran crisis,US service members are once again conducting combat operations against Islamic State remnants in Syria alongside their longtime Syrian Kurd allies in the Syrian Democratic Forces.According to US CENTCOM commander GEN Kenneth "Frank" McKenzie,Jr.,US Marine Corps,who spoke to journalists from the Associated Press and The Washington Post while touring five US bases in the Eastern Security Zone,the two close members of Combined Joint Task Force-Operation Inherent Resolve are now conducting up to 3-4 operations a week.The US outposts GEN McKenzie visited house a total of around 750 US troops and are scattered across a swath of ESZ territory running from Deir-el-Zour in the Northeast to the Euphrates River Valley and the Iraqi border east of al-Hassakeh.The names and exact locations of many of the bases are classified.
GEN McKenzie told the journalists:
I frankly don't know how long we're going to be here.And I have no instructions other than to continue to work with our partners here.Now we're firmly focused on the lasting defeat of ISIS (another name for Islamic State).*
Accompanying GEN McKenzie was MG Eric Hill,US Air Force,commander of Special Operations Forces in Iraq and Syria.He said his troops are training and conducting operations with the Syrian Democratic Forces to shut down IS,who are hiding in valleys,caves and deserts,where they attempt to regroup following their defeat at the hands of CJTF-OIR in their former capital of Raqqa,Syria.*
Another 5,000 US troops are across the border in Iraq on a train,advise and assist mission with the Iraqi Security Forces,who are engaged in their own battle with IS remnants in Iraq.Many of the IS militants are located in Anbar Province in Western Iraq.
NATO also has a training mission underway in Iraq.*

Operation Inherent Resolve:Combat Against Islamic State Continues in Both Syria and Iraq
Many members of the public may believe the war against the Islamic State in Iraq and the Levant is over;but that is far from the case,recent press releases from Combined Joint Task Force - Operation Inherent Resolve make plain.For example,on 24 October 2018,US Army Soldiers fired an M777 A2 howitzer from Firebase Saham,Iraq.They were acting in support of Operation Roundup,a military offensive to eliminate ISIL from the Middle Euphrates River Valley and the Syria-Iraq border region.
The Soldiers at Firebase Saham are members of Bravo Battery,Field Artillery Squadron,3rd Cavalry Regiment.It is a physically demanding team effort to load and fire the howitzers.Providing indirect fires along with French artillery in Iraq,the US troops are part of the overall Coalition effort against Islamic State,Operation Inherent Resolve,which also includes training missions and air strikes in support of Iraqi Security Forces on the ground in Iraq and Syrian Democratic Forces in neighbouring Syria.*

Bulletin:US,British Soldier Killed in Action in Syria
In the Syrian city of Manbij,one US and one British soldier were reportedly killed in an IED explosion.The troops were on a mission against Islamic State in Iraq and the Levant militants.The British service member was embedded with US troops at the time.No further details were immediately available.
Earlier,a US official said two Operation Inherent Resolve coalition soldiers of unspecified nationality had been killed.*

On 30 March,Combined Joint Task Force OIR issued a news release stating that between 23-29 March,OIR coaltion forces conducted 11 strikes consisting of 12 engagements against ISIS in Syria and Iraq.All the Syria strikes were near Abu Kamal,administrative centre of Abu Kamal district,which is in Eastern Syria near the Iraqi border.An ISIS tactical unit and an ISIS fighting position were destroyed in these strikes.
In Iraq,OIR forces destroyed an ISIS tunnel system near Ramadi in Anbar Province.
Near Qayarrah,a city of 15,000 in southern Nineveh Governate about 60 km south of Mosul,OIR forces destroyed three ISIS tunnels and an ISIS watercraft.
OIR strikes are carried out by:
fighter,attack,bomber,rotary-wing or remotely piloted aircraft;as well as:
rocket-propelled artillery;and ground-based tactical artillery.
Only limited specifics about the strikes are disclosed.

US Army Artillery Thunders in Anbar Province,Iraq - training not primary focus at air base
On 27 June 2016,US Soldiers blasted shells from an M109 A6 Paladin howitzer,which is a very powerful self-propelled artillery piece,at Islamic State in Iraq and the Levant militants during a fire mission at Al-Taqqadum Air Base in Habbaniya,Anbar Province.This illustrates the wide-ranging role of US artillery in the anti-ISIL Operation Inherent Resolve:it is not limited to the Mosul recapture build-up in the north of the country;now it is clearly being utilised to suppress ISIL activity in Anbar in Western Iraq as well.*
The air base is a joint environment,home to Task Force Al Taqqadum Advise and Assist site,with all four Pentagon branches of the military represented,along with Allies Italian and Australian troops and their Iraqi counterparts of the 8th,10th and 16th Iraqi Army Divisions;the Iraqi Anbar Operations Centre,or AOC;Anbar National Police;and the Iraqi Counterintelligence Service.Still classified as an expeditionary airfield,it is officially a US Marine Corps base served with a complete range of support by the US Air Force's 321st Contingency Response Element in combination with Marines from Special Purpose Marine Air-Ground Task Force-Crisis Response-Central Command,who will handle long-term security and logistics at the base,once the 321st withdraws.*
TFTQ,as the task force is known,operates out of Camp Manion at Taqqadum.It is an Operation Inherent Resolve force of Marines and Sailors from II Marine Expeditionary Force;the Marine augments from SPMAGTF-CR-CC;and members of the US Army's 1st Infantry Division.Its mission is to advise and assist the Iraqi Security Forces in the Ramadi area of Anbar,which,despite protracted combat operations and some notable successes,remains a somewhat unstable and contested zone.For example,as late as 25 July,Khalidiya Island in Eastern Ramadi was still the target of an extensive military operation by the ISF against ISIL strongholds and headquarters on the island.Also on that day,the ISF were reinforcing to counter reported plans by ISIL to converge on Haditha district from three directions west of Ramadi.*
To assist,the US Marines are embedded as full time advisors with the AOC,helping coordinate airstrikes and counterstrikes based on Iraqi reports of encounters with the enemy such as firefights;and intelligence data.USMC Colonel Christopher J. Douglas,TFTQ commander,said the assistance we provide is specifically in the form of intelligence,surveillance and reconnaissance flights and air support and strikes that are provided by coalition aircraft.All strikes and operations are approved by Iraqi leaders.*

War On ISIL:Belgium Joins Syria Campaign;Battle for Fallujah Begins;Air Strike Details
On 13 May,Belgian Prime Minister Charles Michel and Defence Minister Steven Vandeput announced that Belgium will begin conducting airstrikes in Syria.*
Belgium is an important member of the coalition,and this contribution comes at a key moment of the campaign,said US Defense Secretary Ashton Carter.Belgian aircraft played a key role in the air campaign over Iraq from October 2014-June 2015.As they return to Operation Inherent Resolve as part of a scheduled rotation with the Dutch military,Belgian F-16s now will operate with greater flexibility and coherence of effort as a result of the decision to conduct strikes in Syria as well,Mr.Carter explained.
As of 23 May,the new rotation had yet to begin.*
Meanwhile,Iraqi Prime Minister Haider al-Abadi announced the commencement of the effort to recapture Fallujah,which was lost to the Islamic State in Iraq and the Levant about two-and-a-half years ago.Fallujah is in Anbar Province and 50 km west of the Iraqi capital Baghdad.Tens of thousands of civilians are trapped in the city.Dozens of families have managed to flee,but ISIL is trying to prevent this.
The ISF have almost completely surrounded the city.Iraqi F-16s recently acquired from the US have been bombing the area to soften ISIL resistance along with OIR coalition aircraft.The US fought two major battles in Fallujah in 2004,suffering some of the heaviest casualties since the Vietnam War there.
Participating in Operation 15th of Shaban are 20,000 Iraqi troops:10,000 Iraqi Army soldiers,Federal Police and the Golden Division;plus 10,000 Popular Mobilisation Unit members,including 5,000 Sunni tribesmen from Anbar and 5,000 mostly Shia volunteers from around Iraq;the Iraqi Air Force and Iraqi Army Aviation,as well as the OIR aircraft.
IEDs,booby traps and mines are all expected to confront the ISF as they battle their way into the city,the recapture of which is seen by Iraq as the next logical step on the road to liberating the ISIL northern stronghold of Mosul after the liberation of the Anbar capital Ramadi in December 2015.*

War On ISIL:Navy SEAL Killed in Action - how the US responded to the assault
At 9:30 am local time,ISIL militants,having broken through Kurdish Peshmerga front lines near the town of Tel Asqof in Northern Iraq with bulldozers and suicide bombs,including vehicle-borne IEDs,killed a US Navy SEAL with direct small arms fire 3-5 km behind the front lines.He's been identified as Special Warfare Operator 1st Class Charles Keating IV,31,of Phoenix,Arizona,grandson of the late banker Charles H. Keating,Jr.,who was imprisoned for five years for financial crimes committed in the 1980s.SWO Keating,based at Coronado,California,was there advising and assisting the Peshmerga,who are regarded as among the most effective fighting forces in the anti-ISIL Operation Inherent Resolve.*
The militants had overrun Asqof at dawn in a rare,if temporary,loss by the Kurds.SWO Keating,engaged to be married,was killed in a firefight that erupted in the course of the extended battle that followed.US F-15Cs and drones came to the Kurds' assistance,dropping at least 20 bombs and helping to drive ISIL back out of Tel Asqof.It was the third US combat death in OIR.Besides SWO Keating,according to the Kurdistan Region Security Council,more than 80 militants and at least 10 Kurds died in the Battle of Tel Asqof,which is about 28 km/17 miles from the ISIL stronghold of Mosul.Christian militiamen also assisted the Kurds.*

War On ISIL:New Chairman Visits Iraq;ISF Reclaim Beiji;A-10s Deployed
A number of developments in the War On ISIL are in the news.Yesterday,General Joseph Dunford,USMC,new Chairman of the Joint Chiefs of Staff,visited the Iraqi city of Irbil in the north of the country while on the first trip of his tenure,having previously stopped in Israel and Jordan.In Irbil GEN Dunford met with Iraqi Kurdistan President Masoud Barzani at the Kurdish White House.
I hope coming here so soon after I assumed my new position indicates how important this endeavour is to us,GEN Dunford said.And upfront I want to thank you for your cooperation and the bravery of your forces.*
At the Kurdish Training Coordination Center in Irbil,which is under Italian command,journalists were briefed on the training regimen by a senior coalition officer.There are currently 4200 Kurdish Peshmerga fighters in training at the three training areas.Coming off the front line just 60 kilometers away,they are trained for 5-6 weeks before re-entering the battlefield.The training is tailored to the specific needs of the units.
Besides Italy,other NATO countries contributing to the force of about 300 instructors are Norway,the UK,Germany,the Netherlands and Hungary-plus NATO partner Finland.The Kurdish Peshmerga's infantry skills are reinforced,and they are taught the capabilities of new weapons coming into their system and how to function as a unit.Other topics include marksmanship;counter-ground tactics;combat medicine;manoeuvering as a unit;and forward observing.A special emphasis is placed on dealing with IEDs,which cause 80-85% of Kurdish casualties.Tactics,techniques and procedures against the devices are instilled.
The officer said he was impressed with the brave,dedicated and coherent units of the Kurdish forces.Both in Iraq and Syria,they have become a critical ground combat element of Operation Inherent Resolve,assisted by close air support from the OIR coalition.Up to 5,000 Kurds can be trained at one time.*
In the west,eight brigades of Sunni tribal militias are being trained for the effort to retake capital city Ramadi and the rest of Anbar Province.Iraqi Security Forces and militias have encircled Ramadi as a first step in retaking the city,where some 600-1,000 ISIL militants are based.*
In Salahuddin Province,Central Iraq,a major offensive by Iraqi Security Forces-principally the counterterrorism service-along with federal and local police,plus Iranian-backed Shia paramilitary militias,and aided by OIR coalition close air support,has been mounted to clear the province of the ISIL Islamist extremists.It is seen as a precursor operation to the looming battle for the ISIL northern stronghold of Mosul.Last week,the ISF and partners retook the strategic Beiji oil refinery and today,20 October,announced the recapture of Beiji city itself from ISIL.*
On the Syrian front,the US Air Force has just deployed 12 A-10 Warthog ground attack aircraft to Incirlik Air Base,Turkey,to assist in the OIR Syria campaign.These will enhance close air support to the YPG Kurdish Forces and the Syrian Arab Coalition as they battle ISIL.

At the Kurdish Training Coordination Center in Irbil,which is under Italian command,journalists were briefed on the training regimen by a senior coalition officer.There are currently 4200 Kurdish Peshmerga fighters in training at the three training areas.Coming off the front line just 60 kilometers away,they are trained for 5-6 weeks before re-entering the battlefield.The training is tailored to the specific needs of the units.
Besides Italy,other NATO countries contributing to the force of about 300 instructors are Norway,the UK,Germany,the Netherlands and Hungary-plus NATO partner Finland.The Kurdish Peshmerga's infantry skills are reinforced,and they are taught the capabilities of new weapons coming into their system and how to function as a unit.Other topics include marksmanship;counter-ground tactics;combat medicine;manoeuvering as a unit;and forward observing.A special emphasis is placed on dealing with IEDs,which cause 80-85% of Kurdish casualties.Tactics,techniques and procedures against the devices are instilled.
The officer said he was impressed with the brave,dedicated and coherent units of the Kurdish forces.Both in Iraq and Syria,they have become a critical ground combat element of Operation Inherent Resolve,assisted by close air support from the OIR coalition.Up to 5,000 Kurds can be trained at one time.*
In the west,eight brigades of Sunni tribal militias are being trained for the effort to retake capital city Ramadi and the rest of Anbar Province.Iraqi Security Forces and militias have encircled Ramadi as a first step in retaking the city,where some 600-1,000 ISIL militants are based.*
In Salahuddin Province,Central Iraq,a major offensive by Iraqi Security Forces-principally the counterterrorism service-along with federal and local police,plus Iranian-backed Shia paramilitary militias,and aided by OIR coalition close air support,has been mounted to clear the province of the ISIL Islamist extremists.It is seen as a precursor operation to the looming battle for the ISIL northern stronghold of Mosul.Last week,the ISF and partners retook the strategic Beiji oil refinery and today,20 October,announced the recapture of Beiji city itself from ISIL.*
On the Syrian front,the US Air Force has just deployed 12 A-10 Warthog ground attack aircraft to Incirlik Air Base,Turkey,to assist in the OIR Syria campaign.These will enhance close air support to the YPG Kurdish Forces and the Syrian Arab Coalition as they battle ISIL.

The War On ISIL:Progress Amid Concern
A status report on the war on the Islamic State in Iraq and the Levant was presented to journalists by Pentagon spokesman Colonel Steve Warren,US Army,on Monday 20 April.Ramadi,capital of Anbar Province,Iraq remains highly contested-it's a tough fight there right now.We're hopeful that coalition air power along with the resolve of the Iraqi ground forces will be able to hold.In Beiji,Iraqi troops successfully linked up with forces on the ground in the oil refinery and have thus far been able to secure the refinery.We are dedicating some air power to the fight and it remains a contested situation.
In Afghanistan,we don't necessarily believe that conditions are such that ISIL would be welcome.We don't see the rebranding of disaffected Taliban and other militants to ISIL as a cause of increased violence in Afghanistan yet,but it is certainly something that we're going to continue to watch.
In Libya,the Department is beginning to see more than a rebranding effort.I think Libya is probably where ISIL most wants to gain a foothold.At this point,they have gained at least a toehold in Libya based on an extraordinary amount of unrest and an almost completely deteriorated security situation.
Nearly every one of the press releases that we issue every day indicates damage to tactical units-that's fighters being killed.So I would submit to you that we've delivered punishing blows to ISIL over the past six months.We've started to see cracks in ISIL's ability to bring on new forces.ISIL is turning now to conscription,to forcing people into their armed forces,and in some cases to child soldiers.So the pressure that the combination of air and ground power we're applying to ISIL is having an effect,COL Warren concluded.*
The Pentagon says in a special report that since the kinetic engagement with the Islamist extremists began in August 2014,ISIL has lost about 25-30% of the territory it held in Iraq.*
In Syria,the Pentagon reports that attack,fighter and remotely piloted aircraft conducted 10 airstrikes between 8 am local on 19 April and 8am on 20 April:
Near Hasakah,three airstrikes struck an ISIL tactical unit and a mortar position,destroying a fighting position.Near Kobani,seven airstrikes struck seven tactical units,destroying two vehicles,a fighting position,mortar tube and an ISIL anti-aircraft artillery piece.
The Royal Canadian Air Force has now joined the air campaign against ISIL targets in Syria,as well as Iraq.They fly the CF-18 Hornet,as well as mission support aircraft.

Marines Come Under Attack in Iraq;Latest Airstrikes;Training Iraqi Troops
It is fair to say the al-Asad command has come under regular fire,but the fire has been completely ineffective,said Pentagon spokesman COL Steven Warren,US Army.These are purely nuisance attacks.Some 320 Marines are at the al-Asad Air Base in Western Anbar,where they have been training,advising and assisting the Iraqi 7th Division since 20 December.No Marines or their equipment have been hit by the incoming ISIL fire,and the Marines have not returned fire.Mostly they have been mortar attacks,but with some rockets as well.The Iraqi forces have done a very good job of creating a security zone,COL Warren noted.The Marines,members of a Marine Air Ground Task Force(MAGTF)under US Central Command,are among about 2100 US troops currently in Iraq.Around 800 of these are security and force protection troops;the others are on the train,advise and assist mission of Operation Inherent Resolve,the anti-ISIL militant effort.These 1300 are getting the Iraqi and Kurdsh Peshmerga forces ready to go on the offensive against ISIL and reclaim lost territory.Up to 1300 more US troops are on the way later this month,for a total of up to 3400 US troops in Iraq.*

Irregular Warfare:Rand Corporation Analyst on the Battle for Iraq
We don't have a clear strategy for Iraq right now,said Major Ben Connable,US Marine Corps Retired,International Policy Senior Analyst at the Rand Corporation.We have an ongoing military campaign.Several Iraqi divisions have collapsed,and several are near collapse in Anbar.What is it that the President wants to accomplish at the end of the campaign?Clarity would be very helpful to the US officers who are designing and implementing the campaign.*
Most of the Gulf countries' troops are designed for internal security and would be resented by the Iraqi people.A lot of these countries are providing bases,trainers and aircraft.An advisor is someone who is going in to advise commanders on what decisions to make in logistics,communications or as air controlers.*
The US Navy has a strong presence in Bahrain.It's a very touchy relationship with Iran.We have had a difficult relationship with them.They may already have a Quds force there advising Iraqi troops.The Jordanians have been tremendously helpful.The Emirates and Saudi have been very helpful.I know a lot of Iraqis who risked their lives to build a democratic state.*
There has been progress recently that has degraded the Islamic State and forced them to act in small groups,but if you kill or destroy the Islamic State,there has to be something that fills that void that we leave behind.Irregular warfare is incredibly difficult.Every decision is a tradeoff not leading to a clear victory.It frankly exceeds the capacity of the human mind to fully and completely understand the complexity of this scenario and a US military campaign:not understanding the crisis,you can't count them,and you don't know where they are;the Islamic State broke away from al Qaida;al Nusra is affiliated with al Qaida,but somewhat separate.If we do want to defeat and destroy the Islamic State,I don't know how we can do that without large US ground forces.Just through air power and advisors is extremely difficult,MAJ Connable observed.

Major Increase in US Troops in Iraq-return to the Triangle of Death
A major increase in US troop strength in Iraq that could see the force roughly doubled from 1400 today up to 3100 soldiers has been initiated by President Barack Obama.The 1400 current troops there now are divided among around 600 advise and assist specialists,and 800 security forces around the US Embassy and Baghdad International Airport.Now the US has begun moving back into Anbar Province,Iraq,which it withdrew from just over three years ago.A team of around 50 US troops has arrived at Al-Asad Air Base,once a huge US military installation during the Iraq War.They are there to assess the site for a new base in the US-led coalition's advise and assist effort for the Iraqi army.*
From 2004-07,US forces,spearheaded by the Marine Corps,fought their way across Anbar province,losing hundreds of soldiers in the process.Al Qaida in Iraq proved to be a formidable enemy to the Americans in that region,which was called the "Sunni Triangle of Death,"referring to the Sunni Muslim militants taking the lives of US troops.Although not on a combat mission,some of the 50 returning US soldiers are armed for force protection purposes.They are the vanguard of a shift in coalition strategy from defensive to offensive operations in Iraq.The Iraqi military plans to go on the offensive in the spring,and they will need the US at their side,not just advising from a distance.*
US commanders have expressed frustration that targets in this anti-Islamic State operation that now has a name,Operation Inherent Resolve,are slipping away from them as they try to verify the targets according to stringent rules,in an effort to be totally sure no civilians are in these nighttime convoy targets.The White House,however,is afraid civilian casualties will spook European members of the coalition into pulling out.And the strikes on Islamic State militants in neighbouring Syria are small and CIA-led for deniability,while US commanders want them to be larger,more effective strikes.In response to the growing need for US support,the President is reluctantly increasing America's footprint on the expanding battlefield.

Intellectual Marine To Head CENTCOM
Marine Lieutenant General John Allen has been chosen to replace General David Petraeus as commander,U.S. Central Command.General Petraeus is slated to become director of the Central Intelligence Agency.Lt.Gen.Allen is currently deputy commander of CENTCOM.As commander,he will lead coalition forces in the Afghan War.
Lt.Gen.Allen taught political science at the U.S. Naval Academy.He earned three master's degrees himself.In 2006,the general became a deputy commander in Anbar province,Iraq,and distinguished himself as a skilled political operative there.He persuaded Sunni Muslim leaders in the region to reject al Qaida in Iraq and align themselves with the Iraqi government.
Described as quiet and unassuming,Lt.Gen.Allen cultivated relations with the tribes and sheikhs of Iraq,based on his study of the nation's history.He is regarded as one of the architects of their tribal movement called the Awakening,which transformed Anbar province from tempest to tranquility,and into a template for other Iraqi provinces.
As deputy commander of CENTCOM,the general has become respected in the region,and has been deeply involved in planning and executing Afghan War strategy,according to President Barack Obama,who nominated him for the commander's post recently.Lt.Gen.Allen doesn't believe the war can be won without diplomacy such as he practiced earlier in Iraq.

Clearing Militants Not Enough
Helmand Province,Afghanistan is bordered by Pakistan to the south,a base for militant operations.Brigadier General Lawrence D. Nicholson,Assistant Division Commander,2d Marine Division,says speed is of the essence in Helmand.Soon after clearing Taliban militants from the villages,the Marines will have have to improve the villagers' lives.They will offer work such as cleaning the irrigation canals that water the Afghani farms.A U.S. program to provide seed and equipment to 125,000 farmers is also part of the plan.

First In,First Out
Almost all U.S. Marines will be out of Iraq by next spring,said General James T. Conway,Commandant of the U.S. Marine Corps.The Marines have already begun moving equipment out of Anbar Province,the center of Marine operations in Iraq.Once national elections are held in December,the withdrawal will begin in earnest.

Anbar Casualties
Iraq remains a hostile environment for U.S. troops,despite their imminent drawdown.Two Marines and a sailor were killed in action in Anbar province at the end of April.They were among the 18 U.S. servicemembers killed in Iraq in April,the bloodiest month of 2009 so far.Thousands of Marines have served in Anbar,which is known for attracting foreign fighters who entered the province from Syria.No change in the drawdown plans has been announced because of the April toll.

Al-Qaida Figure Killed
U.S. troops killed a top al-Qaida militant and his associate,and detained five others,during a Baghdad raid on 11 November.The raid in the Mansour neighborhood resulted in the death of Hajji Hammadi,who was involved in the capture and execution of Army Reserve Staff Sargent Matt Maupin,20,in 2004,as well as the deaths of three U.S. Marines in a 26 June,2008 attack in Anbar province,Iraq.Also killed in the June attack were more than 20 Iraqis and two interpreters.Al-Qaida in Iraq has suffered numerous setbacks this year as the Iraqi people turned against it and helped U.S. forces combat the Islamic militants.

Anbar Control Transferred
The security of Iraq's Anbar province has been entrusted to Iraqi forces by the U.S. military.Less than two years ago,Anbar was an al Qaida haven,and more than 1,000 U.S. service members died in the fighting there.There are 25,000 U.S. Marines there now,and it is hoped that many of them can be used to bolster security in Afghanistan,now that Anbar has been quieted considerably.Major General John Kelly,commander of the Marines in Anbar,said the drawdown will occur incrementally.He has already sent four CH-53 Sea Stallion and four Cobra helicopters,as well as several detachments of Marines,over to Afghanistan.The Marines continue to work15-20 hours a day in Iraq,as it is still a dangerous place.They are continuing to train Iraqi police and soldiers,and they are a force for stability,General Kelly stated.
