Pacific Perspective:White House Document Outlines Deepening US/Japan Strategic Alliance

In a document dated 10 April 2024,and called "United States-Japan Joint Leaders' Statement - Global Partners for the Future",the two countries outline a number of decisions that have been made recently:Over the course of the last three years,the U.S.-Japan Alliance has reached unprecedented heights.We arrived at this historic moment because our nations,individually and together,took courageous steps to strengthen our collective capacity in ways that would have seemed impossible just a few years ago.Today,we,President Joseph R. Biden,Jr.,and Prime Minister KISHIDA Fumio,celebrate this new era of U.S.-Japan strategic cooperation during the Prime Minister's official visit and State Dinner in Washington,D.C.-and pledge that the United States and Japan will continue our tireless work,together with our other partners,to realise a free and open Indo-Pacific and world.In this era of U.S.-Japan cooperation,we recognise that global events affect the security and the stability of the Indo-Pacific,and that developments in our shared region reverberate around the world.We are therefore working together,across all domains,to build a global partnership that is fit to address the complex,interconnected challenges of today and tomorrow for the benefit of our two countries and the world.At the core of our cooperation is a shared commitment to work with like-minded partners and multilateral institutions to address common challenges and to ensure a world that is free,open,connected,resilient,and secure.These joint efforts are based on our shared fundamental respect for international law,including the protection and promotion of human rights and dignity,the sovereignty and territorial integrity of all states,and the prohibition on acquisition of territory by force.Our purpose as partners is to uphold and bolster the free and open international order based on the rule of law that has allowed so many nations to develop and prosper,and to ensure our Alliance is equipped to tackle the challenges of the 21st century.*To advance our global partnership,today we announce several new strategic initiatives to strengthen our defence and security cooperation;reach new frontiers in space;drive technology innovations;bolster economic security;accelerate climate action;partner on global diplomacy and development;and fortify the ties between our peoples.Through our partnership,we are also synchronising our strategies,and our two nations have never been more united as we work together to address the most pressing challenges and opportuniities of the future.*The core of our global partnership is our bilateral defence and security cooperation under the Treaty of Mutual Cooperation and Security,which is stronger than ever.We affirm that our Alliance remains the cornerstone of peace,security,and prosperity in the Indo-Pacific.President Biden reiterated the unwavering commitment of the United States to the defence of Japan under Article V of the Treaty,using the full range of capabilities,including nuclear capabilities.Prime Minister Kishida reaffirmed Japan's unwavering commitment to fundamentally reinforce its own defence capabilities and roles,and to enhance its close coordination with the United States under the Treaty.President Biden also affirmed that Article V also applies to the Senkaku Islands.We reiterated our strong opposition to any attempts by the People's Republic of China (PRC) to unilaterally change the status quo by force or coercion in the East China Sea,including through actions that seek to undermine Japan's longstanding and peaceful administration of the Senkaku Islands.We welcome the progress in optimising Alliance force posture in areas including the Southwestern Islands to stregthen U.S.-Japan deterrence and response capabilities,and we confirm the importance of further advancing this initiative.*The United States welcomes the steps Japan is taking to fundamentally enhance its defence capabilities,its decision to possess counterstrike capabilities,and its plan to stand up the Japan Self-Defence Forces (JSDF) Joint Operations Command to enhance command and control of the JSDF.*Today,we announce several new strategic initiatives to further advance our Alliance.Recognising the speed at which regional security challenges evolve and to ensure our bilateral Alliance structures meet these critical changes,we announce our intention to to bilaterally upgrade our respective command and control frameworks to enable seamless integration of operations and capabilities and allow for greater interoperability between U.S. and Japanese forces in peace or contingencies...In support of this vision,we also reaffirm our goal to deepen Intelligence,Surveillance and Reconnaissance cooperation and Alliance information sharing capabilities,including through the Bilateral Information Analysis Cell.We will also continue to implement efforts to streghen our Alliance force posture,build high-end base capabilities,and increase preparedness that are necessary to deter and defend against threats.We resolve to deepen bilateral cooperation toward the effective development and employment of Japan's counterstrike capabilities,including the provision of U.S. matteriel and technological support to enhance Japan's indigenous stand-off programs.The United States expressed its commitment to start the training pipeline and ship modules for Japan to acquire operational capability of the Tomahawk Land Attack Missile (TLAM) system.We also reaffirmed the pursuit of a Glide Phase Interceptor (GPI) cooperative development programme to counter high-end,regional hypersonic threats.

Undersea Warfare:US Navy Submarine Forces' ICEX 2016

On 2 March,the US Navy began constructing Ice Camp SARGO on an ice floe in the Arctic Ocean to support Ice Exercise 2016.The five-week drills are researching,testing and evaluating operational capabilities of the Navy's Submarine Forces in the Arctic region.*
ICEX allows us to assess our operational readiness in the Arctic;increase our experience in the region;develop partnerships and collaborative efforts;and advance our understanding of the Arctic environment,according to Vice Admiral Joseph E. Tofalo,Commander,Submarine Forces.The Arctic environment plays a key role in national defence.With over 1,000 miles of Arctic coastline,the US has strong national security and homeland defence interests in the region,VADM Tofalo pointed out.*
The Navy's San Diego-based Arctic Submarine Laboratory is coordinating,planning and executing ICEX,which has over 200 participants from four countries.Participating besides the US are Canada,the UK and Norway.It involves complex testing,demonstration and evaluation efforts that promote and align with broader Navy,DOD and national objectives in the Arctic,said ASL Director Larry Estrada.*
Ice Camp SARGO has shelters,a command center and the infrastructure to support more than 70 personnel at one time.It is named for the USS Sargo (SSN 583),which became in 1960 the first submarine to conduct a winter transit of the Bering Strait,and a subsequent North Pole surfacing.*
Navy Submarine Forces conduct Arctic under-ice operations in support of inter-fleet transit;training;cooperative allied engagement and operations,and have done so for over 50 years.*
Two US Navy Los Angeles-class fast attack submarines arrived at Ice Camp SARGO on 14 March.The USS Hartford (SSN 768) and USS Hampton (SSN 767),from Groton,Connecticut and San Diego,respectively,will conduct multiple arctic transits;North Pole surfacing;scientific data collection;and other training evolutions.*
These submarine operations provide the necessary training to maintain a working knowledge of an extremely challenging region that is very different from any other ocean in the world,said Commander Scott Luers,ice camp officer-in-tactical-command and deputy director of operations for Commander Submarine Forces,Norfolk.Navigating,communicating and manoeuvering are all different in an arctic environment as there are surfaces both above and below a submarine,CDR Luers explained.*
ICEX 2016 is our continued commitment to the development of undersea warfare capabilities and tactics in all areas of the world,said Rear Admiral Jeff Trussler,Commander,Undersea Warfighting Development Center.Our superiority in delivery effects in and from the undersea domain to operational commanders is dependent on the regular exercise and demonstration of these capabilities,RADM Trussler noted.*
The Los Angeles-class fast attack submarines,a product of General Dynamics Electric Boat Division,have a mission of anti-submarine warfare and land attack.They have a complement of 16 officers and 127 enlisted.Considered the current backbone of the Submarine Forces,there are 41 of them in service,the newest 30 of which have VLS tubes for Tomahawk cruise missiles,as well as tubes for Mk 48 torpedoes.The newest 23 of the boats,including the USS Hartford and USS Hampton,are modified for under-ice operations,being configured and strengthened for ice-surfacing.*

US Forces Poised For Iraq Response-USS George H.W. Bush carrier strike group

US warships,aircraft and troops are poised for orders to respond to the advance of Iraqi Islamist militants toward Baghdad.In the Persian Gulf,aka Arabian Gulf,are the aircraft carrier George H.W. Bush(CVN 77) and its strike group:guided missile cruiser USS Philippine Sea(CG 58) and guided missile destroyer USS Truxtun(DDG 103),as well as one or more attack submarines.
The George H W Bush has about 60 aircraft to coordinate and execute any strike mission against the militants the President may order.The cruiser and destroyer can launch Tomahawk cruise missiles for precision strike,as can attack submarines.
Also in the Persian Gulf is the amphibious transport dock ship USS Mesa Verde(LPD 19) with 550 US Marines aboard.The Marines are on standby to evacuate up to 5,000 American civilians currently in Iraq.In Iraq itself,170 Marines and Army troops have been added to the permanent US embassy guard force to bolster security and support for US personnel.The Baghdad embassy compound,located in the International Zone,aka Green Zone,is the largest in the world.The Green Zone is a heavily guarded,closed-off area of central Baghdad that houses Iraqi government buildings;private military contractors;and the US,British,Australian and Egyptian embassies.
Another 100 US troops have arrived in the region and are on standby for airfield management,security and logisitics support.
The White House is also considering sending up to 100 special forces troops to Iraq.They would be non-operational,soley for training and advising the Iraqi army on military bases,although authorised to defend themselves.
The main militant group is formally known as the Islamic State of Iraq and the Levant,or ISIL,and has captured extensive territory in both Iraq and Syria.They are only 37 miles North of Baghdad at this writing.

Zumwalt Destroyer Christened in Maine

On Saturday 12 April,the US Navy's Pre-Commissioning Unit Zumwalt was christened at Bath Iron Works,Maine.The ship's sponsors,Mouzetta Zumwalt Weathers and Ann Zumwalt,daughters of the the late Admiral Elmo "Bud" Zumwalt,broke a bottle of champagne over the warship's bow in the formal naming ceremony.Also attending was Lt.Colonel Jim Zumwalt,US Marine Corps retired,the admiral's son,and Senator Susan Collins(R-Maine).*
Bud Zumwalt is best known for improving the living conditions of Sailors and opening up opportunities in the Navy to women and African Americans.He promoted the first female and African American officers to the rank of admiral and allowed women to fly warplanes and serve on ships at sea.*
The PCU Zumwalt is the first of three of the new Zumwalt class of destroyer that will be built at Bath by General Dynamics.She has the most advanced features,including a composite deckhouse with hidden radars and sensors;a stealthy shape;a wave-piercing hull that reduces her wake;electric propulsion;and surplus power for weapons of the future,such as the electromagnetic railgun to be tested at sea in 2016.*
The highly automated ship will have a crew of just 148-about half the size of other destroyers.At 610 feet in length,there will be plenty of room for the Sailors.Cameras and video monitors will reduce the number standing watch.The Zumwalt will be delivered late this year and commissioned in 2016.
It could be called a battleship,given its large size and heavy armament.Besides VLS cells for launching Tomahawk and several other missiles,the ship will initially have two fully automated 155 mm Advanced Gun Systems with rocket-assisted munitions that have a range of 83 nautical miles,and two Mk 110 57 mm guns.Later,the electromagnetic railgun may be added.The ship can also carry two MH-60R helicopters,or one MH-60R plus three RQ8B Firescout unmanned aerial vehicles.*

Russians Shadow US Navy Ships Near Syria

Russia has sent at least four ships to the Eastern Mediterranean to support its ally Syria.One of them is a spy ship that is monitoring events in the area,including the activities of US Navy ships.There are five US Navy destroyers in the area,each armed with about 40 Tomahawk cruise missiles,plus at least one attack submarine.On station in the Red Sea is the USS Nimitz(CVN 68)aircraft carrier and its strike group,which has four more destroyers and a guided missile cruiser.
The USS San Antonio(LPD 17),a transport dock ship with 300 US Marines and sophisticated communications capability,is in the area to serve as an afloat staging base for special operations forces,and can also assist with evacuations.On its way to the Red Sea is the USS Kearsarge(LHD 3),an amphibious assault ship that can carry more than 1900 Marines.
Each Tomahawk cruise missile has a 1,000 pound conventional warhead.They have a range of 700-900 nautical miles and a speed of about 550 mph.It is believed the Russian spy ship will be able to send the Syrians up to two hours of advance warning of a US Navy cruise missile attack,as the spy ship will detect preparations by the US destroyers long before they actually launch their cruise missiles.
According to General Martin Dempsey,US Army,Chairman of the Joint Chiefs of Staff,there is some evidence the Russians have told Syria they will replace anything the US destroys during military action against the Assad regime.We have been asked to maintain a collateral damage estimate of "Low,"which means lower than a certain classified number.
Senator John McCain,R-Arizona,added that there are reports the Syrians are hiding things in a Russian naval base.
Raytheon manufactures the Tomahawk cruise missile.
